Job Training Partnership Act

The basic aim of the Job Training Partnership Act (JTPA) is to train and place economically disadvantaged people, which may include youth and adults with disabilities. To qualify, an individual must be:

  • Receiving cash welfare payments
  • Living in a family whose total income does not exceed the poverty level
  • Receiving food stamps, or
  • A foster child on behalf of whom state or local payments are made

In addition, up to 10% of JTPA recipients can be individuals who are not economically disadvantaged but have encountered special barriers to employment, including people with disabilities.
